IMPLEMENTATION OF ENVIRONMENTALLY SOUND TECHNOLOGIES FOR RE-REFINING/RECYCLING OF WASTE OIL/SLUDGE OIL/USED ENGINE OIL.
The used oil and waste oil management has always been an environmental concern to our government and the governments of all countries around the world. Considering the adverse impact of dumping the used oils and waste oils into soil or water drains resulting in severe damage to the environment, the Government of India Central Pollution Control Board (CPCB) and the state governing body - Maharashtra Pollution Control Board set targets to regulate the reprocessing/reuse of hazardous wastes by application of environmentally sound technologies.

Thus in May 2003 the CPCB and MPCB made it mandatory for recycling of hazardous waste collection and processing units to obtain registration for the reprocessing of such wastes. The technology requirements to be complied by the re-refining/recycling industries for used oil and waste oil are defined by these two entities.

ENVIRONMENTALLY SOUND TECHNOLOGIES (ESTs)

Technology and standards for re-refining / recycling of used oil and waste oil in an environmentally sound manner. ESTs stipulated in the HW Rules are as under:

  1. Vacuum distillation with clay treatment
     
  2. Thin-film evaporation process
     
  3. Vacuum distillation hydro-treating
     
  4. Any technology approved by the MoEF (Ministry of Environment and Forests).
